Ryan rejects Dem offer to improve ‘grain glitch’

House Speaker Paul Ryan is blocking a Senate-led deal to fix a glitch while in the GOP’s tax law that’s desperately sought by lawmakers from agricultural states, according to four sources in both parties accustomed to the issue.

Ag state Republicans are trying to find to pay the so-called “grain glitch,” which lowers tax bills for farmers that sell grain to cooperatives for the worth of other individuals. But Democrats are demanding a cost: An increase of the Low-Income Housing Tax Credit.

Most Senate Republicans would be Happy with that deal, but Ryan will not be. His opposition will help keep the grain fix right out of the must-pass omnibus spending package due by Friday evening in order to avoid a government shutdown.
