Most Senate Republicans would be Happy with that deal, but Ryan will not be. His opposition will help keep the grain fix right out of the must-pass omnibus spending package due by Friday evening in order to avoid a government shutdown.

A person around Ryan said the grain glitch is “still a concern we’re fighting for” and cautioned that just because Ryan rejected Senate Minority Leader Chuck Schumer’s latest offer doesn’t mean they’re finished negotiating.

“It’s not a dead issue,” those said. “We are negotiating the best agreement we’re able to hop on this.”

Ryan told the home Republican conference Tuesday morning that it was one among numerous outstanding things which had to be ironed out.

The issue is an unintended result of the GOP’s tax reform law passed last year. Democrats have largely vowed as much as minor changes for the law, but have already been more able to entertain a technical fix in this instance, mainly, because several Senate Democrats up for reelection this fall hail from rural states where agriculture is a key industry.

A House source blamed a couple rural state Republican senators for creating the problem in the first instance. Sens. John Hoeven (R-N.D.) and John Thune (R-S.D.) demanded the 20 % deduction to co-ops within the government tax bill, the origin said. Nevertheless they "wrote the text use a a great deal more generous benefit than intended," the source added, and "produces a tremendous competitive disadvantage for non co-op companies."

"We’re now cleaning that up," your home source said.
